Supply, installation and commissioning of an Er:YAG fractional ablative laser

Summary

CIEMAT is procuring one 2940 nm Er:YAG fractional ablative laser system, including delivery, installation, configuration, calibration and commissioning. The equipment is intended for dermatology and epithelial medicine research and must create precise skin microchannels approximately 20–50 µm deep. The supplier must also provide on-site training for up to four users, lasting at least six hours, and supply the necessary user and safety instructions and training materials. The system must be modular and include an Er:YAG 2940 nm applicator supporting static and dynamic operation. It must provide adjustable fractional treatment density, spot sizes of at least 1 mm and 2 mm and a 3–6 mm range; adjustable pulse duration starting at approximately 0.18 ms; pulse repetition rates up to 20 Hz in continuous mode and 2–6 Hz in fractional modes; and adjustable energy starting at no more than 100 mJ per pulse and reaching at least 3,000 mJ per pulse in advanced modes. The equipment must meet applicable CE, IEC 60601 and EN 60825-1 requirements and include Class 4 laser safeguards, STANDBY/READY safety mode, foot switch, remote interlock, emergency stop button, and audible and visual emission alerts. Network connectivity, standard 220/230 V, 50/60 Hz single-phase power, a compact mobile design, and a minimum service life of seven years or 7,000 operating hours are also required. All accessories needed for operation must be included. The contract must be completed within two months, with delivery to CIEMAT, Avenida Complutense 40, Building 70, Madrid. The estimated budget is EUR 61,000 excluding VAT (EUR 73,810 including VAT); there are no lots, and subcontracting of essential work is prohibited. Payment is made in one instalment after delivery, acceptance and verification that the equipment is operational. The minimum warranty is 12 months and covers all components, necessary interventions and software updates. Offers are scored on price (up to 55 points), additional warranty (up to 10 points), free preventive equipment reviews (up to 30 points), and telephone or email support during the warranty period (5 points). The bidder must demonstrate turnover of at least EUR 70,000 in its best year among the last three available financial years and provide evidence of comparable supplies: the minimum value in the year of greatest performance is EUR 40,000. Product technical documentation and photographs are also required, as is specialist technical personnel with at least five years of relevant experience. Bids must be submitted electronically; the successful bidder must provide a final guarantee equal to 5% of the offered price excluding VAT.
