Technical assistance for supervision of construction works at the new Rumblar drinking-water treatment plant

Summary

This 29-month contract provides technical assistance to the works directorate for construction of the new Rumblar drinking-water treatment plant in Linares. The services cover progress and quality control of the works, health and safety coordination, and environmental and archaeological supervision. The work is divided into four phases: preparation of the integrated works-management plan (1 month), construction and pre-operational testing (22 months), performance testing and commissioning (3 months), and contract closure (3 months). The procurement is a single package and is not divided into lots. The tender budget is €906,814.49 including VAT, and the estimated contract value is €749,433.46 excluding VAT. Offers are assessed on technical quality for up to 49 points and price for up to 49 points; a commitment to answer follow-up questions for four years instead of the standard two years earns a further 2 points. A technical score of at least 25 out of 49 is required to proceed to the price stage. The services will mainly be carried out in Linares and in the municipalities served by the El Rumblar water consortium in Jaén province. Tenders must be submitted electronically by 6 November 2026 at 13:00. Bidders must demonstrate the required financial and technical capacity: turnover of at least €465,165.59 in the best of the last three financial years or qualifying professional indemnity insurance; relevant references for drinking-water or wastewater treatment plant projects carried out in the last five years; and key staff with the specified qualifications and experience. Bidders must also provide quality and environmental management evidence and a structured technical proposal describing their approach. No provisional tender guarantee is required. The successful bidder must provide a 5% final guarantee and civil liability insurance of at least €500,000 per claim. The contract is co-funded by the European Regional Development Fund under Spain’s 2021–2027 programme.
