Renewal of Salamanca Provincial Council’s corporate network and voice, mobile and data services

Summary

The tender covers the complete renewal of the Salamanca Provincial Council’s corporate network and the provision of voice, mobile, data and internet services. The initial works include supplying, installing, configuring, testing and commissioning infrastructure and equipment: renewing cabling and communications cabinets, network switches, uninterruptible power supplies, firewall, routers, the IP telephony system and Wi-Fi network. After commissioning, the contractor must manage and maintain the infrastructure and provide fixed and mobile telephony, data and internet connectivity for four years. Initial deployment must be completed within nine months of contract signature; transitional services are intended to maintain uninterrupted communications during rollout. The total contract term is four years and nine months, with no extension provided for. The estimated total value is EUR 3,390,704 excluding VAT, or EUR 4,102,751.84 including VAT. The contract is not divided into lots because its network layers must operate as an integrated whole. Tenders are assessed on a 100-point basis: 51 points for criteria scored automatically (price 25, data-network capacity at remote sites 14, internet access 7, and the price schedule for optional equipment and services 5) and 49 points for the quality of the technical solution. A minimum of 25 points is required for the technical section; bids below that threshold are rejected. Remote-site connections are assessed up to 200 Mbps symmetrical speed (minimum 100 Mbps); corporate internet access up to 1 Gbps (minimum 600 Mbps); and the backup connection up to 200 Mbps (minimum 100 Mbps). Bidders must demonstrate the required operator registration and security certificate, annual turnover of at least EUR 1.5 million, and comparable supply and installation experience. The required qualification and compliance documents, as well as detailed technical and financial proposals, must be submitted. After award, the successful contractor must provide a final guarantee of 5% of the award amount and civil liability insurance of at least EUR 500,000.
