Installation and operation of drink and food vending machines

Summary

This authorisation allows the operator to use Madrid City Council public premises to install and run vending machines for drinks and packaged food at five sites of the Directorate General for Traffic Management and Monitoring. The required equipment comprises 9 combination machines for cold drinks and solid food, 8 hot-drink machines and 4 floor-standing purified-water dispensers. The operator must install the machines, sell and replenish the products, clean and maintain the equipment, and carry out repairs. Installation is due within 15 working days of formalisation of the authorisation. Faults must be repaired within 72 hours or the machine replaced within three working days. The authorisation lasts two years, with a possible two-year extension. Bidders must offer an annual occupation fee of at least EUR 50; a lower offer will be rejected. The hot-drink machines must include fair-trade sugar or coffee, and at least 25% of the products in the combination machines must carry nutrition or health claims on their labels. Offers must be submitted electronically within 30 working days from the working day following publication of the contract notice, using the required forms and including a fair-trade product data sheet. Award scoring covers the occupation fee (up to 40 points), the share of products carrying nutrition or health claims (up to 20), gluten-free products (up to 10), recruitment from specified employment groups (up to 20), and improved pay and social conditions for staff (up to 10). Bidders must meet the turnover and comparable-service experience requirements, or the alternative technical-capacity requirements for newly established operators, and confirm that no exclusion grounds or tax debts apply.
