Cafeteria, dining hall and vending machine services at the Ministry’s Madrid sites

Summary

This is a public-service concession divided into two lots at the Ministry of Agriculture, Fisheries and Food’s sites in Madrid. Lot 1 covers operating the cafeteria and dining hall at Paseo de la Infanta Isabel 1, offering items such as breakfasts, sandwiches, drinks and a daily menu. Lot 2 covers supplying, installing and operating vending machines at six Ministry locations, with cold and hot drinks, prepared meals, sandwiches, snacks, salads and fruit. Alcohol and tobacco sales are prohibited. The contract runs for one year from 15 September 2026, or from a later contract-signing date, and may be extended in one-year periods up to a total of four years. This is a restricted procedure: applicants first submit requests to participate, and selected candidates are then invited to tender. Applications are due within 15 calendar days of publication of the contract notice; invited candidates have 10 days to submit tenders. Participation is subject to lot-specific turnover, similar-service experience, and personnel or equipment requirements. For Lot 1, the bidder must provide a supervisor, waiter, cleaner and cook, each for 40 hours per week, and take over the existing staff. The cafeteria operates Monday to Friday from 8:00 to 16:00, and the dining hall from 13:30 to 15:30. The daily menu must include at least three first-course choices and three main-course choices, including fish, plus at least three dessert choices, including fresh fruit and a homemade or dairy dessert. Vegetarian and dietary options must also be available. Bids state discounts against the specified maximum prices; evaluation also considers reducing the Ministry’s €40,000 contribution and extending cafeteria opening by 15 minutes before opening and after closing. For Lot 2, the bidder must install the machines specified for each location and provide daily restocking, cleaning, maintenance and repairs. The product range must be divided equally among four categories: prepared meals, sandwiches, salads and fruit; sugar-free products; drinks; and snacks. Machines must display prices and allow change refunds and electronic payment. Faults require a response in less than 24 hours; repair is due within 48 hours of notification or, if repair is not possible, replacement within five working days. Tenders are assessed on discounts from the maximum prices and on the quality and variety of products. The contractor bears the operational risk. Contract performance obligations include at least €1 million in civil-liability and food-poisoning insurance, food safety and hygiene controls, monthly bacteriological testing, retaining food samples at no more than 4°C for at least seven days, and sorting waste and promoting recycling. Applicants must submit the required qualification evidence, technical proposal and financial offer.
