Renewal of the subscription to plagiarism-detection software for the Defence virtual learning campus, 2027–2030

Summary

The tender covers the renewal of 1,500 Turnitin Feedback Studio Integrity Essentials subscriptions for the Spanish Ministry of Defence’s corporate defence virtual learning campus for 2027–2030. The contractor must provide the subscription and software updates, including module updates, fixes, security alerts and critical patches, and technical support for as long as the subscription remains active. Support must allow unlimited technical queries and assistance with incidents, problems and questions about using the software. The contractor must provide an electronic channel for notifying the Ministry about available software updates. The software is due on 1 February 2027 or, if the contract is signed later, within 15 calendar days of signature. Support and the subscription warranty run from acceptance until 31 January 2030. The contract is not divided into lots. The estimated value is €27,000 excluding VAT, and the budget is €32,670 including 21% VAT. Price is the sole award criterion; bids must be submitted electronically and must not exceed the budget. Tenderers must be legally eligible to contract and submit the required declarations and evidence. The contractor must appoint an Executive Manager to administer the contract and serve as the sole administrative contact with the contracting authority. If new staff are hired or replacements are made for contract personnel during performance, at least 5% of those hires must be people from the groups identified in the tender documents as facing particular barriers to employment. The contractor must protect the Ministry’s information as confidential and must not process personal data; any accidental access must be reported within 72 hours.
