Preparation of the Economic Impact Study of the Port Authority of Castellón

Summary

The tender covers consultancy and technical assistance to produce an economic and socioeconomic impact study of the Port of Castellón. The work includes mapping the port community and its sectors; gathering and validating data through surveys and interviews; measuring direct, indirect, induced and catalytic impacts using an input-output model; analysing future scenarios and sensitivity; and presenting the findings. Deliverables include a full technical report, executive and public-facing summaries, communication materials and infographics, an interactive dashboard, and final knowledge-transfer materials. Offers are assessed on technical quality and price: technical criteria carry 60% and formula-based criteria 40%. Price is worth up to 30 points, with up to five points each for the additional experience of two specialists. An offer scoring less than 50% of the qualitative technical points will not proceed to financial evaluation. Participation requires evidence of the specified turnover, relevant past performance and qualified team, a compliant technical and financial offer, and professional liability insurance with at least EUR 500,000 cover. Subcontracting is not permitted.
