Technical assistance for the Project Management Technical Office and development of the Digital Health Strategic Plan

Summary

The contract covers technical assistance for the Project Management Technical Office of the Canary Islands Health Service (SCS) and support for the development of its Digital Health Strategic Plan. The work includes ICT service governance and definition, project and portfolio management, methodology and quality support, IT service management, technology advice and innovation, and process management. The contractor will support implementation, monitoring and reporting for the strategic plan and arrange the handover of the service at the end of the contract. The contract runs for 36 months, with an option to extend for up to 24 months. The estimated contract budget is €3,421,811.94 including 7% IGIC. The contract is not divided into lots. Offers are assessed on quality and price: quality criteria carry 65 points in total and price carries 35 points. Quality assessment includes the methodology, service organisation and handover plan, and the team’s experience. Bidders must demonstrate the required turnover and comparable service experience, provide information-security evidence for personal-data processing, and commit to supplying a full-time team with the required experience. Bids and supporting documents must be submitted electronically and in Spanish or with an official Spanish translation.
