Identity Management and Centralized Authentication Platform for the Contribution System

Summary

The procurement has two lots. Lot 1 covers the supply and commissioning of an identity-management and centralised-authentication platform, including software-token licences for 3,000 users. The work also includes installing and configuring the platform and tokens, migrating around 3,000 existing remote-access users to IPsec technology, supporting users and delivering training. Lot 2 covers an SMS gateway service for sending one-time passwords used in multifactor authentication; it must support national and international messaging and operate around the clock. The platform must support at least 3,000 users and 300 user groups, multiple authentication methods, and integration with RTVE’s existing Fortinet environment and Proxmox/KVM virtualisation platform. It must meet the high-level requirements of Spain’s National Security Framework. The SMS service must provide at least 99.9% monthly availability and a delivery rate of at least 98%, using direct routes to mobile operators; grey routes and indirect delivery methods are prohibited. Estimated volumes are 25,000 domestic and 1,000 international text messages per month. The total estimated contract value is EUR 293,200 excluding VAT: EUR 226,600 for Lot 1 and EUR 66,600 for Lot 2. The contract is for up to three years, with extensions of up to two additional years. Equipment must be delivered within two months of contract signature. Bidders must submit the required administrative documents, technical solution and price offer electronically. Bid documents must be in Spanish. Bidders must meet the financial and experience thresholds and demonstrate that their proposed solution complies with the technical requirements.
