Technical assistance for Avilés’ integrated action plan “La Carriona in Motion”

Summary

Avilés City Council is procuring comprehensive technical assistance for its integrated action plan “La Carriona in Motion” and related projects funded by the European Regional Development Fund (ERDF) during the 2021–2027 programming period. The work covers staff training and advice throughout project selection, launch, implementation, monitoring, evaluation, expenditure justification and closure; support with procurement and compliance with EU funding rules; data entry into funding-management systems; implementation of anti-fraud and conflict-of-interest measures; financial monitoring and reporting; preparation of payment claims, checks and audits; and communications, a project website, visual identity, public information and two participatory sessions. The technical-assistance provider must not take over decision-making or final verification and must keep support to operational units separate from support to the management unit. The contract runs for one year and may be extended up to three times for one year each. The estimated annual price is €51,230 excluding VAT; the estimated value for the full term, including possible extensions, is €204,920 excluding VAT. A technical work plan must accompany the electronic tender. It must score at least 24.5 out of 45 on the qualitative criteria to remain in the competition. Price is worth up to 45 points and additional team members up to 10 points. Bidders must prove the required turnover and specified relevant experience and propose a multidisciplinary team. The successful bidder must provide a 5% final guarantee and liability insurance of at least €600,000.
