Electrical fault and emergency services for street lighting and municipal installations

Summary

The contract covers on-call electrical services for faults and emergencies affecting street lighting and other municipal electrical installations in Lora del Río, as well as electrical work at scheduled public events. The work includes repairing faults where possible and, when needed, making the area safe and helping restore traffic. Incidents must be attended to within 30 minutes. On-call coverage includes weekday evenings and nights, the entire weekend and public holidays; the authority may exceptionally request work at other times with sufficient notice. Bidders must price all service categories using unit rates: the maximum rate is €26 per hour on weekdays from 3 p.m. to 10 p.m., and €36 per hour on weekdays from 10 p.m. to 8 a.m. and during weekends and public holidays, excluding VAT. Bidders must also offer between 0 and 15 additional hours at no extra cost. Partial bids are not permitted. Price accounts for 90% of the evaluation and the additional hours for 10%. The estimated quantities are 40, 80 and 160 hours respectively, plus a €2,000 line for minor materials. The estimated contract value is €11,680 excluding VAT and €14,132.80 including VAT. The contractor must appoint an experienced technician or foreman and provide at least one electrician for emergency call-outs; two or three electricians must be available when needed for scheduled public events. Requirements also include a 24/7 contact telephone, mobile phones for staff, work vans, and adequate stocks of materials and spare parts. By the day after each call-out, the contractor must provide a work report identifying staff, hours and equipment used, with photographs, and must prepare a monthly report covering all work. The initial term is up to one year or until the new street-lighting service provider begins work, whichever occurs first. If that provider has not started, the contract may be extended up to three times, for a maximum total duration of four years. Bids must be submitted electronically within 10 working days of publication of the contract notice. General and employer’s liability insurance with minimum cover of €100,000 is required; no bid or performance guarantee is required.
