Mobile and fixed IP telephony services for Mercamadrid (2 lots)

Summary

The procurement is divided into two separately awardable lots. Lot 1 covers Mercamadrid’s mobile voice, data and M2M services, including SIM/eSIM cards, the supply and maintenance of mobile phones, and line management. The estimated requirements are 44 voice-and-data lines, 32 5G data lines with at least 10 GB per month each (at least 320 GB in total per month), three lines with 60 GB each, and 21 M2M lines with at least 20 MB each. The service must also provide a private APN for secure intranet access, preserve existing numbers, and support calls, messaging, mobile data and VoIP. Phones must be offered in premium and high-end categories. Lot 2 covers fixed IP telephony, including voice connections, numbering, fax and SMS services, and the management, maintenance and technical support of the existing Asterisk PBX. The current setup includes 19 direct-dial numbers, at least 150 concurrent calls and two FaxMail lines. The contract also includes an SMS-sending platform and the supply or replacement of IP phones as needed. There are currently 111 phones, but replacing all of them is not mandatory. Bidders must provide a clear technical solution for each lot they bid for, ensure service continuity and meet the security and service-level requirements. The mobile services are scheduled to start on 1 November 2026. Quantities are estimates, and payment is for services and equipment actually ordered.
