Cooling system upgrade at Gran Canaria University Hospital

Summary

The tender covers refurbishment works to upgrade the cooling-generation system at Doctor Negrín University Hospital in Gran Canaria, in accordance with the project. The works include replacing the existing eight air-to-water chillers with water-to-water chillers, installing the equipment needed to dissipate heat and connecting the installation to an intelligent central control system. The aim is to meet the hospital’s current cooling demand, improve energy efficiency, reduce environmental impact and lower maintenance and operating costs. The works must be completed within 12 months from the day after the site-setting-out verification record is signed. The contract is not divided into lots. The estimated contract value is €6,038,326.13 excluding tax, and the maximum tender budget is €5,873,644.51 including the 7% Canary Islands indirect tax. The contract is partly funded through the EU Canary Islands ERDF 2021–2027 programme. Award criteria are: price (30%), increased daily delay penalty (20%), longer warranty (20%), promotion of gender equality (5%) and analysis of the project and works execution (25%). To receive points for the project-analysis criterion, the bidder must visit the site and provide a visit certificate. The equality criterion awards 5 points if at least one of the three required responsible roles is held by a woman. Bidders must meet the tender-document requirements for contractor classification, financial and technical capacity, professional authorisation and staffing. Bids must be submitted electronically for the entire contract; only one bid is permitted and alternatives are not allowed. No provisional tender guarantee is required. The successful bidder must provide a final guarantee of 5% of the bid price excluding tax.
