Tender detail
Renewal of timber barriers on wildlife overpasses on the Olmedo–Pedralba high-speed railway line
Summary
The tender covers the renewal of the side timber barriers on eight wildlife overpasses along the Olmedo–Pedralba section of high-speed railway line 982, in the provinces of Valladolid and Zamora. The works include installing temporary protective fencing, removing and disposing of the existing timber, fitting exterior and interior metal cross-bracing between the existing steel posts, installing new treated outdoor timber boards, securing them, and finishing the sides and tops. The replacement barriers are intended to prevent boards from falling onto the railway and to strengthen the structures. Work must be carried out at night during maintenance access windows, with the overhead power switched off and a maximum of five hours available per shift. The completion period is 5 months and 15 days, with no interim milestones. The estimated contract value is €391,658.53 excluding VAT; the budget including VAT is €473,906.82. Price accounts for 98% of the evaluation and the commitment to use ADIF-AV’s common data environment accounts for 2%. Tenderers must demonstrate the required financial and technical capacity or hold the specified works classification, and provide a qualified team covering seven required roles, including authorized railway safety and electrical isolation personnel. The bid must include a signed European Single Procurement Document and supplementary declaration; the best-ranked tenderer must provide qualification and team evidence before contract award. Bids must be submitted electronically. A 5% final performance guarantee is required, with an additional 5% guarantee if the winning bid was initially presumed abnormally low.
