Maintenance and quality control for INE central-service buildings in Madrid

Summary

The procurement covers maintenance and quality control of maintenance works at the central-service buildings and property of Spain’s National Statistics Institute (INE) in Madrid. The eight lots cover lifts; electrical supply, transformers, generators, solar panels and uninterruptible power systems; legionella prevention and indoor-air quality; fire detection and suppression systems; building technical installations; building repairs and movable property; security, access-control and video-surveillance systems; and quality control of all maintenance services. The work includes preventive, statutory, corrective and replacement maintenance, together with records, maintenance plans, energy-efficiency plans and reporting. Services will be provided at INE buildings at Paseo de la Castellana 181 and 183, Calle Poeta Joan Maragall 51, and the Albor Plaza building at Avenida Manoteras 52. Contracts run for 24 months and may be extended up to three times, for a combined maximum of 36 months. The total estimated value is €5,744,330.56 excluding VAT, and the overall budget ceiling is €2,316,880 including VAT. The budget includes a demand-based allowance for repair and replacement work. A bidder may tender for up to three lots, but Lot 8 cannot be combined with any of Lots 1–7; a bidder may be awarded no more than three lots. Award is based mainly on price (up to 90 points), with additional points for proposed staff training (up to 10 points). Bidders must visit the premises relevant to the lot(s) and include an electronically signed visit certificate with the bid. Participation also requires lot-specific turnover, relevant past-service experience, a qualified team and the registrations and professional authorisations applicable to the work. The successful bidder must provide a definitive guarantee of 5% of its awarded price, excluding VAT.
