Private investigation services by detectives

Summary

Fraternidad-Muprespa is procuring private investigation and surveillance services by private detectives to help identify fraud or abuse involving Social Security benefits. The contract is divided into 50 province-based lots. Bidders may tender for one, several or all lots, but must cover the complete territory and all services within each lot. Services include express surveillance, two-day monitoring of a person’s everyday activities with possible additional days, and court attendance to confirm an investigative report. Photographs and recordings must show the date, time and GPS location, and the investigator must attend court when required. The initial contract term is 12 months, with a possible 12-month extension. The maximum budget for the initial term is €395,925 excluding VAT; including taxes, the budget is €476,094.25. The estimated total contract value is €871,035 excluding VAT, taking account of a possible 20% increase and a 12-month extension. Maximum unit prices are €350 for express surveillance, €1,000 for two-day monitoring, €400 for each additional day from day three, and €250 for court confirmation, all excluding VAT. Payment is based on services actually ordered and delivered. Bidders must meet the turnover and past-experience thresholds for each lot and submit a compliant technical proposal. Different private detectives must be assigned to each lot; the same investigators cannot be used across multiple lots or reassigned if already serving under an earlier contract for the same service. Bids must be submitted electronically in Spanish and in PDF format; variants are not permitted. Evaluation awards up to 45 points for work methodology, resources and a sample report, and up to 55 points for price and relevant detective training.
