Data collection for the 2027 Living Conditions Survey

Summary

The contract is for collecting data for Spain’s 2027 Living Conditions Survey from a sample of approximately 34,000 households. The contractor must seek responses first online, then by telephone interviews and, where needed, computer-assisted face-to-face interviews. The work includes contacting households by letter, phone and visits; operating a free information line and answering email enquiries; recording, coding, checking and cleaning responses; resolving collection issues; monitoring the fieldwork; and preparing a final report. The contracting authority will provide the collection application. The contract lasts five months and is expected to start on 15 January 2027. It is not divided into lots. The estimated value is €1,154,184.88 excluding VAT, and the tender budget ceiling is €961,820.73 excluding VAT (€1,163,803.08 including VAT). Maximum unit prices excluding VAT are €16.80 per completed online questionnaire, €34.32 per telephone interview and €85.07 per face-to-face interview. Bids are assessed on the basis of the work plan and quality proposal, worth up to 45 points, and price, worth up to 55 points. Bidders must submit a compliant technical project and demonstrate the required turnover and experience delivering similar services. At least 50% of the staff assigned to the contract must be women, and personal-data protection requirements apply. The required collection coverage is 66%; coverage below 61% may lead to termination of the contract.
