Security and surveillance services for Madrid business incubator buildings

Summary

The contract is for two years, with a planned start date of 1 March 2027, and covers surveillance and security services at five Madrid City Council business incubator buildings: Carabanchel, Moratalaz, Puente de Vallecas, San Blas and Vicálvaro. It may be extended for up to 36 months. Unarmed security guards will protect the buildings and entrances, control the movement of people and items, patrol, manage keys and doors, respond to emergencies, provide technical security advice, and maintain an alarm-centre connection with a call-out service. Alarm response must be available from 22:00 to 08:00 on working days and around the clock at weekends and on public holidays. One guard is required at Carabanchel on weekdays from 07:30 to 22:00, and one guard at each of the other four buildings on weekdays from 08:00 to 22:00. The total planned service volume is 17,766 hours per year. The estimated contract value is €2,170,164.98 excluding VAT; the maximum tender budget is €868,065.99 excluding VAT, or €1,050,359.85 including 21% VAT. Bids are scored out of 100 points: the security plan is worth up to 25 points, price up to 30, technical improvements up to 30, a social criterion up to 5, and additional staff training up to 10 points. The security plan must score at least 12.5 points for the bid to proceed. Bidders must demonstrate the required turnover, relevant security-service experience, quality and environmental management, and authorisations for security operations. The bid must include a security plan and a commitment to appoint a security-director-qualified coordinator and a substitute who are reachable around the clock. The successful contractor must take over the existing staff. The tender documents also set requirements for staff, equipment, occupational health and safety, data protection and reporting.
