Manufacture and supply of 35 metro trains

Summary

The procurement is for the manufacture, supply and delivery in operational condition of 35 metro trains for Barcelona’s metro network, divided into three lots: 26 trains for Lines 2 and 4, 4 for Line 1, and 5 for Line 3. The supplier must design and manufacture the trains, test them, obtain the required railway safety authorisation, and arrange transport and handover. Testing of the first prototype must begin no later than 124 weeks after contract signature and it must be delivered within 140 weeks; deadlines for the remaining trains range from 146 to 190 weeks, depending on the lot. The estimated total contract value is €412.5 million excluding VAT. The base tender budget is €330 million excluding VAT, or €399.3 million including VAT. Bids will be assessed on price and factors including passenger capacity, sustainability, energy consumption, life-cycle costs, reliability and delivery time. A combined bid for all three lots is allowed only if the bidder also submits a valid individual bid for each lot and offers the same train model. Contract effectiveness depends on adequate budget being available and authorisation from the Barcelona Metropolitan Transport Authority; this condition may remain unresolved for up to one year. To participate, bidders must demonstrate the financial and technical capacity required for the relevant lot, previous metro-train supply experience, the specified quality and environmental management certificates, and the required project team and resources. Bids must include the required declarations and supporting evidence. Products originating in third countries may not exceed 50% of the total value of the products in the bid.
