Collection and publication of provisional election results and election support services

Summary

The procurement will establish a four-year framework agreement with multiple suppliers for collecting, processing and publishing provisional results data for elections and popular consultations. The services also include support for electoral boards, development of an election-process website and services relating to definitive results. The framework is intended to cover, at a minimum, the services needed for the 2027 local and parliamentary elections and the 2029 European Parliament elections; individual services will be commissioned later under the framework. The work includes election-data collection systems, a data-processing centre, dissemination of results, and the necessary mobile and SAM devices. The supplier must provide 23,000 mobile devices and at least 400 SAM units; following notice, the requirement may increase to as many as 4,000 SAM units. The framework’s estimated maximum value is EUR 46,064,980.50 excluding VAT. Maximum prices excluding VAT are EUR 13,959,085 for one electoral process, EUR 16,159,085 for two concurrent processes and EUR 18,359,085 for three or more concurrent processes. To participate, tenderers must demonstrate annual turnover of at least EUR 17,250,000 and a portfolio of similar services performed during the last three years worth at least EUR 8,100,000 in the year of highest performance; the specified classification may also be used to demonstrate capacity. The proposed electoral system must pass a security audit and obtain the required certification. Selection for the framework requires at least 85 points and a score above zero for the data-processing centre, results dissemination and communications plan. The tender must include the required administrative declarations, technical and financial offers in the prescribed formats, and access to a functional mock-up for audit. No initial guarantee is required for the framework agreement; the performance guarantee for an individual contract awarded under it is 5% of the offered price excluding VAT.
