Specialist consultancy for participation mechanisms in Latin America and the Caribbean

Summary

The procurement establishes a dynamic purchasing system, running until 30 November 2029, for specialist consultancy services in Latin America and the Caribbean. Consultants will support public bodies, public-private partnerships and civil-society organisations in designing and implementing citizen-participation, public-consultation and social-oversight mechanisms. The work must address gender equality and the reduction of inequalities and include, among others, women, young people, Indigenous peoples, people with disabilities and older people. Areas of work include renewable energy, sustainable mobility, digitalisation, critical raw materials and care services. The system has three lots: contracts with an estimated value up to €75,000 (Lot 1), over €75,000 and up to €150,000 (Lot 2), and over €150,000 (Lot 3). The estimated aggregate values are €500,000, €1,000,000 and €1,000,000 respectively, giving a total estimated system value of €2,500,000. Suppliers admitted to the system will be invited to compete separately for each specific contract. Price and technical-quality aspects defined for each specific contract will be assessed. Applicants must meet the relevant lot’s turnover, project-reference and staffing requirements. During contract performance, all communications must be electronic to avoid using paper.
