Garden maintenance at the headquarters of the Centre for Legal Studies

Summary

The procurement is for 12 months, with the possibility of four extensions of up to 12 months each, and covers maintenance and upkeep of the 15,368 m² gardens at the Centro de Estudios Jurídicos building in Madrid. The work includes caring for lawns, trees, hedges, shrubs and indoor plants; monitoring the irrigation system and carrying out minor repairs; pruning, mowing, weeding, fertilising, plant-health treatments, cleaning and clearing the rear area. The contractor must also clean the parking area and remove green waste. The service includes improvements to the gardens, such as repairing lawn areas, reshaping shrubs and increasing the variety of flowers. Major irrigation repairs and their materials must be quoted separately, supported by a report, and approved by the contracting authority. A two-person team is required: a master gardener with at least five years’ experience and a gardener with at least two years’ experience. The gardener must work at least three days and 20 hours per week (approximately 960 hours per year); the master gardener must attend at least once a week (approximately 240 hours per year). Work should normally take place after 14:00. The contractor must provide an emergency contact number and respond to urgent incidents within 24 hours. Breakdowns must be repaired within five calendar days. The contractor must provide an initial condition report within one month of contract signature, a work schedule within 15 working days, and quarterly activity reports. The estimated contract value is EUR 35,714.03 excluding VAT, and the maximum budget is EUR 43,213.98 including VAT. Price is worth 63 points; the remaining 37 points are allocated to tree pruning, construction of up to 100 metres of paths, renovation of up to 3,073.60 m² of lawn, shorter breakdown-repair times and additional staff experience. Tenderers must demonstrate the required turnover, comparable-service experience and the qualifications and experience of the two staff members. Bids must be submitted electronically. The tender documents give conflicting contract start dates: the administrative conditions state 1 January 2027 or the day after signature if later, while the technical specification states 1 July 2026. The applicable start date should be checked in the official documents. The contract is not divided into lots.
