Consultancy services for analytical staff needs assessment and implementation of an annual updating procedure

Summary

The procurement covers an analytical assessment of staffing needs across the BGN organisation and the design and implementation of an annual updating procedure based on position types. The work includes a preparatory project, analysis of existing tasks and data, the staffing assessment, documentation of results in an expert report, design and piloting of the updating procedure, and an audit of workforce management and personnel budget planning. The results must be compatible with BGN's existing ibo-ALEA software and related systems. The contract runs from 1 February 2027 to 31 December 2028; tenders are due by 9:00 a.m. on 5 November 2026. The bidder must submit an implementation concept of no more than 30 pages, one verifiable comparable reference project from the last five years, and profiles for three project staff. The project manager must have at least five years of relevant experience, and each of the other two staff members at least three years; all project participants must have German language skills at C2 level or higher. Mandatory requirements include the ability to use BGN's ibo Alea software infrastructure and documented experience with at least three staff-needs-assessment updating procedures. Bidders will be invited to a presentation in Mannheim lasting no more than 90 minutes. Quality accounts for 60% of the evaluation (the implementation concept represents 80% and the reference project and experience 20% of the quality score), and price accounts for 40%. The price must be quoted as an all-inclusive lump sum for each project phase.
