Design services for the renovation and extension of the teaching swimming pool at Oedeme School Centre

Summary

The procurement covers design services for the renovation and extension of the teaching swimming pool and associated areas at Oedeme School Centre in Lüneburg. The pool was built in 1972; construction works themselves are not being procured. The project includes improving energy performance, updating fire safety, providing lift access, removing hazardous materials, refurbishing changing and shower rooms, upgrading building services, and installing a brine-to-water heat pump supported by 33 geothermal probes and photovoltaic panels. Design of the adjacent three-court sports hall is outside the scope. There are four lots: (1) building and outdoor-area design; (2) heating, ventilation and plumbing services; (3) electrical engineering; and (4) structural engineering. Bids may be submitted for the lots. Services will be commissioned in stages: initially design stages 1–5 for Lot 1, stages 2 and 5 for Lots 2 and 3, and stages 1–6 for Lot 4; later stages are not guaranteed. Offers will be assessed on price and quality: price accounts for 30% of the evaluation in Lots 1–3 and 60% in Lot 4. Alternative offers are not permitted. Bidders must provide the required professional qualifications, insurance, turnover, staffing, project-team experience and lot-specific references. Each offer must include the completed evaluation form and a separate written statement on the award criteria, limited to 10 A4 pages. Offers must be submitted in German electronically through the procurement platform by 9:00 a.m. on 4 November 2026.
