Graphic design framework agreement from 2027
Summary
The tender seeks graphic design and communications-material services for the Verbraucherzentrale Bundesverband under a framework agreement divided into two lots. Lot I covers developing concepts for communications materials and producing designs based on those concepts. Lot II covers adapting and producing graphics from existing designs and templates, without developing a new concept. Work may include printed materials, social-media graphics, infographics, presentations, image research and licensing, proofreading, and preparing files for print and digital use. Both lots require compliance with the buyer’s design and accessibility standards. The initial contract term runs from 1 January 2027 to 31 December 2028, with options for the buyer to extend it unilaterally for 2029 and 2030. The estimated hours are as follows: for Lot I concept work, 100 planned hours per year plus 20 optional hours per year; for graphic production under Lot I, 500 planned hours per year in 2027–2029 and 600 in 2030, with optional hours of 20, 40, 20 and 40 respectively. Lot II provides for 175 planned hours and 175 optional hours each year. Optional hours are not guaranteed to be ordered. Bids may be submitted for both lots, with a separate award for each. Lot I is evaluated on concept (30%), design sample (30%) and price (40%). Lot II is evaluated on design sample (40%), response and turnaround times (10%) and price (50%). Bids must be submitted electronically in German by 9 November 2026 at 12:00. Participation requires the prescribed exclusion-grounds declaration, information on micro-enterprise or SME status, confirmation of professional indemnity insurance covering at least €100,000 for financial losses per claim, and the staff, experience and accessibility evidence required for the relevant lot.
