Meeting Point for Parents 2027

Summary

Solingen is procuring a 2027 service to help parents return to work and integrate into the labour market. The target group is benefit-eligible parents aged 18 or over who need support to access the labour market and whose youngest child is generally under six, as well as pregnant women. The service must include individual potential assessments and career planning, at least two hours of individual coaching per week, group activities, open meetings, work placements where appropriate, and low-threshold childcare during attendance. Participants should receive an average of 12 hours of on-site activity per week; the target for group activities is 10 hours per week where feasible. The aim is to address barriers to employment and support participants into jobs, vocational training or further qualification. The contract runs from 1 January to 31 December 2027, with a one-time option to extend it for 2028. The volume is up to 45 participant places per month, with a guaranteed minimum of 38 places. Bidders must submit a service delivery and quality-assurance concept of no more than 25 pages and an AZAV certificate. Staffing for 45 participants must total 4.3 full-time equivalents, or 165.5 working hours per week. Bids will be evaluated on concept quality (70%) and price (30%). Bids must be submitted electronically in German by 30 October 2026 at 10:00.
