Supply of a modular measurement system

Summary

The tender seeks a modular radio-technology measurement system for the Technical University of Dresden’s 6G research. It is intended for network testing and automated, repeatable comparison of measurements. The system must include an outdoor solution, several indoor solutions, and 105 measurement nodes in total. DECT NR+, LiFi, WiFi 7, and 5G must be available from the outset; an access point must be supplied for LiFi and WiFi for every 15 nodes. Each node must be an x86-based mini-computer with at least 8 GB RAM and 64 GB eMMC 5.1 storage, the specified eDP, USB, USB-C PD 15 V, and 1 GbE RJ45 interfaces, an RP2040 microcontroller, and a 3D-printable grid for future expansion, with the print files supplied. The 5G module must meet or exceed the performance of a Quectel RM520, support 4×4 MIMO and 5G SA bands N1, N3, N7, N8, N20, N28, N38, N40, N71, and N78, and have board-mounted integrated antennas and a SIM-card slot. The WiFi 7 module must support the 2.4, 5, and 6 GHz bands and 320 MHz channels. The outdoor equipment must be ventilated and rated IP65; the indoor equipment must be housed in a wheeled 25U, 19-inch rack. Nodes must communicate over Ethernet and receive power via USB-C. The central Linux-based measurement software must support node control and switching, central software updates and measurement-data collection, switch management, remote debugging, GitLab-based continuous integration and delivery, automatic deployment of changes, and configuration versioning and testing. It must also measure end-to-end IP latency, run jobs synchronously, store and tag results centrally, and display results through a web interface with real-time latency display and filtering of results and measurement campaigns. The supplier must deliver, install, and commission a complete working system with all necessary components and accessories, conduct acceptance tests, and provide evidence of functionality and reliability. Delivery must be complete by 31 December 2026. The bid must include a detailed cost breakdown, the required bidder-suitability evidence, four technical and organisational concepts, an EU declaration of conformity for the offered products, and a warranty of at least 24 months. Delivery, installation, commissioning, documentation, and user instruction are included; instruction must be in German. Bids are assessed on price and scored technical aspects, and all technical minimum requirements are mandatory.
