External support for the operation of the Brandenburg State Police SAP system

Summary

The tender is for external SAP Solution Architect support for the development and operation of the Brandenburg State Police SAP system, particularly its logistics business processes and interfaces with other systems. The work includes architecture advice, SAP application and interface development and maintenance, further development of the connection to the electronic warehouse, and conversion of existing file-based or batch interfaces to real-time data exchange. Testing, quality assurance, fault correction and documentation are also included. The framework agreement has an initial term of 24 months, with two optional extensions of 12 months each. The estimated volume for 2027–2030 is 144 person-days per year, or 576 person-days in total; the maximum order volume is 720 person-days, and the contracting authority is not obliged to order the estimated volume. Price accounts for 40% of the evaluation and service-quality points for 60%. The bidder must provide company details and turnover and staffing figures for 2023, 2024 and 2025; no minimum figures are specified. Liability insurance must provide at least EUR 1,000,000 for personal injury and property damage combined and at least EUR 1,000,000 for financial loss; the annual aggregate limit for each category must also be at least EUR 1,000,000. The service requires German-language proficiency at CEFR C1 or higher, willingness to undergo Level 1 security screening if requested, and an appropriate substitute for each role. On-site work in Brandenburg must be possible at short notice; remote work may be agreed with the authority.
