Extra-low-voltage systems for the Ministry's extension building
Summary
The tender covers the supply, installation, configuration, testing and documentation of extra-low-voltage systems for an extension to a German federal ministry building in Berlin. The works include, among other things, an on-site TMO radio system, door and intercom systems, time recording, a voice alarm system, satellite television, fire, intrusion and hold-up alarm systems, escape-route security, access control and electronic and mechanical locking systems, video surveillance with central video analytics, baggage and body scanners, a hazard-management system, and server, network and cabling infrastructure. The contract also includes commissioning, system integration, measurements, training, handover documentation and maintenance for several systems. The works are expected to continue until the end of 2029; no price-adjustment clause or advance payment is planned. Bids must comply with the technical specifications and standards. For example, video analytics must be server-based and independent of camera type; the body scanner must meet at least ECAC Standard 2.1 and process at least 600 people per hour. Video storage must be fully redundant across two separate locations, with 60 TB usable capacity per storage system, or 120 TB in total. Access-control controllers must meet security grade 4 and VdS Class C. Bidders must include the latest bidder-information protocol with their offer. Personnel who need access to the site must undergo an individual background check and provide consent.
