Framework agreement for the supply of LF 20 KatS fire-fighting vehicles

Summary

The tender concerns a framework agreement for LF 20 KatS fire-fighting vehicles and related equipment for the fire and disaster-protection services of Lower Saxony. It is divided into three lots: chassis and bodywork for the eastern region, chassis and bodywork for the western region, and specialist equipment for the vehicles. The estimated net value is approximately EUR 48.7 million and the maximum value, including additional demand, is EUR 62.5 million. Bidders may submit an offer for one, several or all lots. Lots 1 and 2 require new, road-legal and off-road-capable LF 20 KatS vehicles for nine people, with a permitted gross mass of 14–16 tonnes, maximum dimensions of 3,300 mm height, 2,500 mm width and 7,300 mm length, and at least 1,400 litres of usable fire-water capacity. The supplier must provide the vehicle body, fire-fighting systems, equipment storage, communications and electrical systems, loading and documentation, testing, training and delivery. A complete offer must demonstrate compliance with the extensive technical requirements and include the specified drawings, loading plan, mass balance, energy balance, electrical safety concept, radio and antenna concept, labelling proposal and other evidence. Lot 3 covers specialist equipment for the vehicles. The lowest evaluated net total price is decisive for Lot 3. For Lots 1 and 2, individual and combined offers are compared by net total price. All technical minimum requirements are exclusion criteria unless the documents state otherwise. The bidder must also meet the specified experience, quality-management, insurance and exclusion-ground requirements.
