Main contractor services for school extensions, fit-out and detailed design

Summary

The procurement covers the complete design and construction of modular school extensions at a minimum of four school sites in Berlin, with the framework agreement allowing orders for up to four additional sites. Four building types are planned. They are three or four storeys high, have no basement and are adapted to different school needs, including a dedicated type for pupils with intellectual disabilities. The main contractor must carry out the necessary earthworks, construct the school buildings with building services and furniture, prepare detailed designs for the building works, technical systems and fit-out, produce the required workshop drawings, and provide site supervision and documentation during the warranty period. The buildings must be handed over ready for use; external landscaping is excluded. The project aims for energy-efficient and cost-efficient construction, and the buildings must achieve BNB Silver certification. Materials should be health- and environmentally compatible, durable and recyclable. Buildings must be accessible; some works will take place at operating schools and require particular attention to site safety and noise protection. The framework agreement lasts 24 months, with one possible 24-month extension. Evaluation weights are 80 points for price and 20 points for the quality of the proposed design and construction schedules for each building type; the offered periods become contractual deadlines. Offers must be submitted electronically in German through the buyer’s platform by 19 November 2026 at 11:30 and remain valid for two months. Participation requires evidence of average annual turnover of at least EUR 50 million over the last three completed financial years, as well as the required construction references, personnel and registrations.
