Framework agreement for towing illegally parked vehicles and trailers

Summary

The tender covers the towing, removal and secure storage in Essen of illegally parked vehicles and trailers until they are released. It is a seven-lot framework agreement with an estimated volume of approximately 9,000 measures per year. Price accounts for 60% of the award score and quality for 40%.- The bidder must demonstrate professional, economic, financial, technical and occupational capacity. The required evidence includes: - Registration with the relevant professional association, professional register and, where applicable, the commercial register. - Registration for the vehicle recovery and towing business, supported by a copy of the business registration. - A permit under Section 3 of the German Road Haulage Act or, alternatively, an EC authorisation under Regulations 1071/2009 and 1072/2009, supported by a copy of the permit. Towing must be possible on Sundays and public holidays. - Turnover for each of the last three completed financial years. No minimum turnover threshold is specified in the provided documents. - The average number of employees in each of the last three completed financial years. - Proof of current criminal record certificates for the business owner or managing director and for persons responsible for billing and releasing vehicles. - At least one comparable reference for towing services. It must cover at least 50% of the annual number of measures for the relevant lot, have been performed continuously for one year within the last three years before the tender deadline, and state the service description, performance period, annual number of towing assignments, contract value, and contracting authority with contact details. - Sufficient towing capacity throughout the contract: at least 4 capacities for each of Lots 1–3, at least 2 for Lots 4–5, reduced to 1 for Lots 4–5 where the bidder also receives a contract for Lot 1, 2 or 3, and at least 1 capacity for each of Lots 6–7. The vehicles must comply with Section 52(4)(2) of the German Road Traffic Licensing Regulations. Vehicle registration certificates, vehicle locations and the vehicle overview must be submitted. - A suitable and secure storage site in Essen for the contract term and any extensions. The site must permit 24-hour receipt and release of vehicles, immediate execution of assignments at any time, and secure access control. Minimum simultaneous storage capacity is 15 vehicles for Lots 1–3, 5 vehicles for Lots 4–5 and 2 vehicles for each of Lots 6–7, with the capacity increased when several lots are awarded. - Insurance covering storage-related damage, including unauthorised use, damage or loss. Minimum amounts are EUR 500,000 for recovery and towing liability, EUR 1,000,000 for heavy transport, EUR 20,000 for financial losses, EUR 1,000,000 for personal injury under extended business liability insurance, and EUR 600,000 for property and financial damage. The insurance must be evidenced with the tender and maintained throughout the contract. The tender must be submitted electronically in German by 22 September 2026 at 14:00. The prescribed offer, eligibility, reference, price, insurance, registration, storage-site, personnel, training, vehicle, sanctions and bidder-information forms must be completed; documents concerning joint bidding, subcontracting or reliance on another entity's capacity must be included where applicable. Alternative tenders are not permitted. The contract is divided into seven lots. The award is based on price (60%) and quality (40%): public transport accessibility of the storage site (5%), storage-site condition (15%) and driver training (20%).
