Temporary storage site for excavated soil in Stolberg

Summary

The tender covers the acceptance, temporary storage, sampling and analysis, transport, treatment and landfilling of excavated soil from municipal construction works in Stolberg, including both non-hazardous and hazardous waste. The contractor must provide a certified waste-management site within Stolberg that meets the requirements of Germany’s Federal Immission Control Act (BImSchG). It must have a calibrated weighbridge, separate storage piles according to contamination level, and covered piles for hazardous waste. Soil may be stored temporarily for no more than one year. The framework agreement runs until 31 December 2028 and may be extended twice for one year each by mutual agreement. The estimated intake is approximately 40,000 tonnes per year, and continuous storage capacity of 2,000 tonnes must be available. Quantities are estimates and do not guarantee that the full contract volume will be ordered; payment is made only for soil actually delivered to the temporary storage site. Tendered unit prices must cover storage, analyses, transport and treatment or disposal costs. Price is the sole award criterion. Estimated quantities include non-hazardous soil: class 0 – 1,000 tonnes, F0* – 1,000 tonnes, F1/F2 – 2,000 tonnes, F3 – 8,000 tonnes, and landfill classes 1, 2 and 3 – 2,000, 1,000 and 1,000 tonnes respectively. Estimated hazardous-waste quantities are 9,000, 11,000 and 4,000 tonnes for landfill classes 1, 2 and 3, plus 1,000 tonnes under waste code 170106*. The work also includes, among other items, 10 declaration analyses based on boreholes and 100 based on stockpiles, additional gas-generation and acid-neutralisation analyses, retention of 30 borehole samples and 100 stockpile samples, and preparation of 200 electronic consignment notes. The tender submission deadline is 30 October 2026 at 09:00. The bidder must submit valid liability-insurance evidence and a tax clearance certificate, and demonstrate comparable experience from the last three years; three references must be provided if shortlisted.
