Combined construction and liability insurance for canal and special construction works

Summary

The tender is for construction works insurance combined with liability and environmental insurance for canal and special construction projects in Düsseldorf, for the period 1 January 2027 to 31 December 2030. The cover is for projects commissioned by SEBD, including canal, deep excavation and earthworks; construction, conversion, extension, repair and remediation of wastewater facilities and special structures; and related preparatory investigations and works. The estimated gross annual construction value is EUR 25 million on average, and the total insured construction value over the four-year term is capped at EUR 120 million. Bidders must quote a net premium rate, an annual minimum and advance premium, and a claims-history discount applicable at a claims ratio of up to and including 60% for each type of insurance. The liability premium must also include environmental liability and environmental damage cover. For evaluation, the annual price for each insurance type is calculated using a EUR 25 million basis, the quoted minimum premium and the offered discount; the two annual prices are added and multiplied by four. The contract is awarded to the bid with the lowest four-year evaluation price. General liability cover has a limit of EUR 10 million per claim and twice that amount per insurance year; the deductible for property and financial loss is EUR 10,000. The construction insurance deductible is EUR 5,000 per claim. Bids must be submitted in German, with prices in euros and VAT shown separately. Bidders must provide an exclusion-grounds declaration and identify planned subcontracted work in their bids; a consortium must name its authorised representative.
