Framework Agreement for Continuing the Road Information Database

Summary

The procurement concerns the continued operation and updating of the road information database in three lots: Leipzig (Lot 2), Plauen (Lot 4) and Zschopau (Lot 5). The work includes surveying, collecting, checking, updating and transferring road-network and road-asset data, including GPS measurements and information on geometry, cross-sections, structures, road signs, traffic signals, drainage and imagery, as well as organising fieldwork and ensuring traffic safety. Payment is based on the services actually performed at the quoted unit prices, plus the VAT applicable when the work is carried out. Bids may cover one, several or all three lots. Each lot is evaluated separately, and up to all three lots may be awarded to one bidder. Price is the sole award criterion, and alternative bids are not allowed. Bids must be submitted electronically by 5 November 2026 at 10:00. Participation requires the specified suitability declaration or European Single Procurement Document and evidence of at least three comparable services in the ASB and TT-SIB field. Bidders must also provide information on the designated project manager and deputy, project staff qualifications and experience, technical equipment, and licences for TT-SIB and CARD/1. The minimum annual turnover in the relevant field is €170,000 for Leipzig and Plauen and €140,000 for Zschopau.
