Operation of accommodation facilities for refugees (3 lots)

Summary

The tender concerns the operation and management of three refugee accommodation facilities in Münster, each with 50 places: Lauenburgstr. 19, Käthe-Ernst-Weg 16–26 and Zum Schultenhof 3. The services include social counselling and support for residents, facility administration and maintenance, move-in and move-out management, cooperation with the city, schools, authorities, counselling services, neighbours and volunteers, and quality and case documentation. The operator must submit an operating concept, follow the city’s instructions and be able, in urgent situations, to temporarily accommodate up to 10% more residents than the planned capacity. Tenders may be submitted for one or more lots; variant tenders are not permitted. The submission deadline is 6 October 2026 at 07:30. The contract runs from 1 January 2027 to 31 December 2029, with an option for the city to extend it by one year. Price accounts for 30% of the evaluation and the operating concept for 70%.
