Framework agreement for bicycle leasing for employees of the Havelland municipalities

Summary

The procurement seeks a framework agreement for bicycle leasing for employees of Havelland district, the towns of Nauen and Falkensee, and the municipality of Wustermark. The successful service provider will deliver the complete arrangement: leasing contracts, mandatory comprehensive bicycle insurance and employer payment-default insurance, a service package, and digital administration of orders, contracts, damage claims and returns. Employees will be able to choose new bicycles, including electrically assisted bicycles and cargo bikes; speed pedelecs are excluded. The maximum combined value of a bicycle, eligible accessories, insurance and services is EUR 7,000 including VAT. Each employee may lease no more than one bicycle at a time, and an individual lease normally lasts 36 months. The provider must offer at least three contractually affiliated bicycle retailers located in Havelland district and a dense sales and service network within a 10 km radius of the district; the offer must include a retailer list and an implementation plan. A user-friendly digital portal for orders, contracts, servicing and claims is required, along with insurance coverage throughout Germany and Europe and one annual roadworthiness inspection during each lease year (three inspections over 36 months). The framework agreement will initially run for 36 months, with a one-time option to extend by 12 months. The estimated volume is approximately 150 contracts, with about 50 more if extended, but no minimum quantity is guaranteed and the maximum is 500 contracts. Offers will be evaluated on price, implementation plan, retailer network and insurance/protection services. Offers must be submitted electronically in German; variants are not permitted.
