Transport, storage and delivery of evidentiary items for destruction (excluding dangerous goods)

Summary

The procurement is for a framework agreement covering the transport, storage and delivery for destruction of items held as evidence or otherwise secured by the police; dangerous goods are excluded. Items may include bulky goods, fragile objects, data carriers, technical equipment, plants or works of art. The work includes collecting items within the Cologne Police Headquarters service area and delivering them to a designated address, storing them at the contractor’s premises when required, and subsequently taking them for destruction. The contractor must provide a certificate from the waste disposal company confirming destruction; the contracting authority may attend transport or destruction in individual cases. Planned orders must be completed within five working days. Particularly urgent orders must be handled immediately and completed within no more than four hours, unless otherwise agreed. Storage premises must be no more than 50 km from Cologne Police Headquarters, lockable, not visible from outside, and adequately secured. Items must be stored separately from other customers’ goods, and the contracting authority must have access and be able to collect them at any time through an authorized person. The bidder must hold the relevant professional authorization or registration, have annual turnover of at least EUR 500,000 in the relevant field, and hold professional liability insurance of at least EUR 5,000,000 or undertake to obtain it if awarded the contract. One comparable project successfully completed within the preceding three years is required, with annual turnover of at least EUR 500,000. The offer must also include the required declarations and tender documents.
