Framework Agreement for Inspection, Maintenance, CCTV Cleaning and Upkeep of the Wastewater Sewer Network
Summary
The procurement is for a framework agreement covering maintenance and upkeep of the wastewater sewer network from 1 January 2027 to 31 December 2028 in the service areas of the water and wastewater associations WAZV “Der Teltow” and WAZV “Mittelgraben”. The work includes cleaning DN 150–700 sewers and manholes, removing and properly disposing of deposits, CCTV inspections of pipelines and manholes, watertightness tests, cleaning pump-station collection chambers, clearing blockages and carrying out local pipe repairs, including lining. The tender documents indicate that two capable contractors are planned to be appointed. Offers must be submitted electronically by 29 October 2026 at 09:00; variant offers are not permitted. Inspections must follow the applicable technical requirements, be digitally documented and delivered in the agreed data format. The offer should account for CCTV inspection, submission of coordinates and network data, traffic management, informing residents and ensuring ordinary worksite safety. In an emergency, work must begin at the site within two hours, and the contractor must provide a central, round-the-clock on-call contact. The award criteria are price (50%), service availability (20%), logistics and scheduling (15%), competence of project leads (5%) and project-specific quality management (10%). The bidder must provide a self-declaration of financial capacity and references for comparable work from the last three financial years, stating the client contact, scope, contract value and performance period. A commercial-register extract submitted through a third-party declaration and a minimum-wage declaration are also required. The offer must include the signed price schedule and required evidence; consortium members must collectively meet the suitability requirements.
