Startklar – Guiding young people towards the training and labour market in Rosenheim
Summary
The tender concerns the “Startklar” service for young people in the city of Rosenheim. Its purpose is to help young people facing significant barriers gradually move towards vocational training and the labour market, develop social, practical and work-related skills, and reduce obstacles to entering employment or training. The contract runs from 4 January 2027 to 3 January 2028, with two possible one-year extension periods. The minimum volume is 14 places and the total volume is 20 places. A staffing ratio of at least 1:8 is required, together with 2.75 hours of psychological support per week and the optional “Job Camp” module. The tender is evaluated using criteria weighted at 15 points for regional cooperation, 30 points for implementation of the measure concept, 25 points for the participant-specific course of the measure and 30 points for participant motivation. The bidder must design at least three continuously available practical or creative projects, cooperate closely with employers, vocational schools, chambers, social services and other regional partners, and provide individual social-pedagogical support, case management, motivation measures, application training, media-skills development, short work placements and transition management. The service is normally delivered in person, and suitable accessible teaching, social, counselling and creative/practical premises must be available in Rosenheim. The company must have a suitable multidisciplinary team, sufficient individual computer workstations, a valid provider approval under Section 178 of Book III of the German Social Code, and the capacity to meet strict data-protection, reporting and personnel-documentation requirements.
