Acceptance, and where applicable transport and recovery of biowaste from Stormarn and Herzogtum Lauenburg

Summary

The contract covers the acceptance, any necessary transport, and recovery of approximately 28,000 Mg of separately collected biowaste from Stormarn and Herzogtum Lauenburg each year, from 2028 to 2037. The contractor must arrange receipt at an agreed transfer point, transport the waste to treatment facilities where necessary, and recover it in compliance with the requirements. The main requirement is anaerobic digestion followed by composting, or an equivalent process recovering both energy and materials, with net energy output of at least 150 kWh/Mg on a calendar-year average. Annual quantities may fluctuate; extensions may continue the contract to 2042 and 2046. The bidder must demonstrate adequate treatment capacity and an immediately available contingency solution for at least 4 weeks per year and 5,000 Mg. From 1 July 2028, contract transport vehicles are subject to CO2e emissions limits that vary by vehicle type. Bids must be submitted electronically in German by 16 November 2026 at 12:00. Evaluation awards up to 1,000 points: 800 for evaluated present value and 200 for energy efficiency, low-emission energy supply and early energy recovery. A performance bond issued by a credit institution authorised in the EU is due within 15 days of contract conclusion.
