Rhein-Emscher Express (RE 3)
Summary
The tender covers passenger rail services on the RE 3 Rhein-Emscher Express route from Düsseldorf through Duisburg, Oberhausen, Gelsenkirchen and Dortmund to Hamm. Services are scheduled to start on 15 December 2030 and run for two years, until December 2032; the volume for a full timetable year is approximately 1.6 million train-kilometres. The contract covers the entire route and is not divided into lots. Bidders must submit one binding, unconditional offer in German through the electronic procurement platform by 12:00 on 6 November 2026. The offer must include the pricing schedule and detailed underlying cost calculation, vehicle information and operating plans, and the other required technical evidence. For new vehicles, provide a schedule; for used vehicles, provide evidence of availability; and obtain confirmation that every proposed train formation can operate to the timetable. Offers are evaluated on the lowest price. Ticket revenue risk remains with the contracting authorities.
