CT Systems for Hospitals in Ukraine
Summary
The procurement covers CT systems and radiology PACS solutions for hospitals in Ukraine. It is divided into two lots. Lot 1 comprises 8 new 128-slice CT scanners and 5 PACS installations for hospitals in Odesa, Dnipropetrovsk and Zaporizhzhia oblasts. Lot 2 comprises 6 new 128-slice CT scanners, 1 256-slice CT scanner and 3 PACS installations in Kyiv, Sumy and Mykolaiv oblasts. Bidders may tender for one or both lots, but must submit a complete offer for each lot they bid for. Optional items must also be priced: Lot 1 includes up to 2 additional 128-slice CT scanners and 2 PACS installations; Lot 2 includes 1 additional 128-slice CT scanner and 1 PACS installation. The authority is not obliged to order optional items. Each CT delivery includes a complete system with patient table, software and licences, cardiac and angiography applications, dose management, post-processing, RIS/PACS integration, compatible uninterruptible power or grid support, installation, commissioning, acceptance testing, training and service. Key minimum requirements for the 128-slice systems include a gantry opening of at least 70 cm, a patient table rated for at least 200 kg and a scan range of at least 160 cm. The 256-slice system must meet higher-end requirements, including a scan range of at least 180 cm, documented cardiac CT capability for high or irregular heart rates, and spectral or multi-energy imaging. All CT systems must support clinically usable cardiac, angiography, trauma and paediatric examinations and have their technical compliance documented. Each PACS installation covers storage, management and viewing of a hospital’s radiology DICOM studies, with diagnostic and clinical viewers, workflow functions and DICOM/HL7 integrations. Each installation must be sized for approximately 50,000 examinations and 15 TB of new data per year, up to 14 imaging modalities, 6 concurrent diagnostic users and 20 concurrent clinical-viewer users. The bidder supplies and installs the required server and system hardware; the contracting authority provides central storage, backup and network resources. The price must include limited data migration of up to 1 TB or 5,000 studies, whichever limit is reached first. Bidders must submit technical evidence with specific document and page references for every minimum requirement and price all mandatory and optional items. Requirements include at least a 24-month warranty for CT systems, at least 7 working days of on-site CT training followed by three follow-up sessions, and 24 months of PACS software maintenance and support on weekdays from 09:00 to 17:00 Ukraine time. Bidders must meet the financial, reference-project and ISO 9001 quality-management requirements. All price-schedule items, including options, are included in the tender evaluation at their full stated value.
