Recovery of Household Metal Waste
Summary
The contract covers the receipt, handling, pre-treatment and preparation of household metal waste from the city of Chemnitz for recycling from 1 January to 31 December 2027. The estimated quantity is approximately 1,100 tonnes, with a possible variation of up to ±10%. The mixed metal fraction is predominantly ferrous; small amounts of attached plastic, wood or textile, usually less than 0.5% by weight, must be tolerated and handled. The city’s waste-management operator will deliver the metals to the bidder’s intake point in Chemnitz. The bidder must manage receipt and weighing, any necessary intermediate storage, transport to the processing and recycling facility, proper and environmentally safe recovery, and the required evidence and records. The bidder is also responsible for handling any contaminants and non-metallic attachments. The bidder must quote a fixed net service price per tonne and a fixed net amount per tonne payable to the contracting authority as its share of the recovery proceeds. For evaluation, the service price is added to the authority’s calculated transport cost and the bidder’s recovery-proceeds contribution is deducted. Transport cost is calculated as 2 × EUR 3.62/km × 300 deliveries per year × the one-way distance from the Falkeplatz reference point to the bidder’s intake site. The compliant bid with the lowest evaluated total price will be selected. The distance must use the shortest route suitable for a truck with a maximum permitted gross weight of 32 tonnes; Google Maps must be used if a route planner is used. Bidders must submit completed and signed price forms, a suitability declaration, the required register, insurance and professional-activity evidence, and information about the facilities, processing method, weighing arrangements and transport equipment.
