Framework agreement for medical services supporting return measures

Summary

The tender concerns a framework agreement for medical services supporting return measures, divided into three lots: medical examinations of fitness to travel, medical accompaniment of returns by air, land or sea, and medical examinations with certificates of fitness for detention. Bidders may apply for and win more than one lot. The initial service period is 01.11.2026–31.10.2027, with up to three further one-year extensions and a maximum end date of 31.10.2030. The tender deadline is 19.11.2026 at 14:00. Services include approximately 300 examinations per year in Lot 1, approximately 150 accompaniment cases per year in Lot 2, and approximately 150 examinations per year in Lot 3; these are estimates and do not create a minimum call-off obligation. Lot 2 includes medical checks, Fit-To-Fly certificates and accompaniment, normally based on an assignment of up to eight hours; additional hours are priced separately. Lot 3 requires 24/7 availability and a personal fitness-for-detention examination within two hours of commissioning. The award is based on price at 35%, professional suitability at 25%, qualifications at 25%, availability at 10% and network coverage at 5%. The offer must include a maximum five-page service delivery concept addressing the available doctors, nationwide network, replacement arrangements, qualifications and comparable experience.
