Framework Agreement for Sewer Cleaning, Inspections and Watertightness Testing 2027–2028

Summary

The tender concerns a framework agreement for sewer cleaning, CCTV inspections and watertightness testing for Trink- und Abwasserverband Börde, covering 1 January 2027 to 31 December 2028. Work will be ordered as needed and may include routine sewer maintenance and cleaning, condition surveys of the existing network, acceptance testing of new installations, emergency response and, where required, wastewater transport. The planned annual workload includes inspecting approximately 40 km of wastewater and combined sewers and cleaning and inspecting about 5 km of stormwater sewers; typical assignments cover around 7–14 km. The contractor must provide 24-hour on-call availability and reach an incident site within the service area no later than two hours after call-out; no separate standby fee is paid. Services include pipe and manhole cleaning, CCTV surveys and water- or air-pressure watertightness tests. Survey data must generally be submitted digitally through the contracting authority’s cloud system, in accordance with the specified standards and reporting requirements. The bid must include RAL-GZ 961 certificates for Groups I, R and D, or equivalent evidence, at least three relevant references from the previous three years, and MVAS 99 evidence. Bids must be submitted electronically in German by 11:00 on 5 November 2026. Evaluation weights are: price 70%, description of work planning and quality assurance 10%, equipment and staff 10%, and references 10%.
