Investor selection for Commerhof retail development

Summary

This investor selection procedure concerns the sale by the City of Kaarst of a 5,401 m² site in the Commerhof area of Holzbüttgen for a grocery store combined with residential and/or care facilities. The proposed development must include a 1,200 m² full-range grocery store and an approximately 50 m² bakery shop. Residential and/or care use must occupy at least 60% of the first-floor area. Eligible concepts may include subsidised housing, short-term care or dementia-care facilities, and assisted living or outpatient care. Concepts will also be scored for factors including architecture, functionality, environmental design and the proposed housing or care model. The procedure has two stages. Applicants first submit participation and eligibility documents; up to five of the best-ranked applicants will then be invited to submit a concept. At the concept stage, applicants must demonstrate a reliable commitment from the proposed grocery-store operator, for example through a letter of intent. Applications and supporting documents must be uploaded electronically through the procurement platform by 11 November 2026 at 10:00. The fixed purchase price is EUR 570 per m², and construction must be completed within 36 months of notarisation of the land purchase agreement. Applicants must have at least two qualifying references for previous retail properties.
