IFC Model Generator for Infrastructure Structures
Summary
The contract covers developing software that automatically generates IFC models from Excel exports of the SIB infrastructure-asset database, primarily for bridges. The solution must produce georeferenced models compliant with IFC 4.3 and support slab-girder, slab, arch, truss, lattice-girder, trough and box-girder bridges. Objects must be modelled to at least Information Level LoI 500 and Geometry Level LoG 200. The work includes analysing the existing solution, designing the architecture and transformation rules, development, testing, support for acceptance and commissioning, documentation, training, and delivery of the complete source code and development artefacts. The solution must be browser-based, deployable in containers within the contracting authority’s infrastructure and extensible. It must be delivered under a permissive open-source licence, preferably the MIT Licence, allowing public bodies to use and further develop it free of charge. Development is to start no later than 1 January 2027 and be successfully accepted by 31 December 2027 at the latest, followed by operation, maintenance, fixes and support. The bidder must have at least 3 years of relevant experience, submit at least 3 references from the last 5 years, and provide ISO 27001 certification or an information-security self-assessment meeting at least 75% of the requirements. The offer must include a professional and technical implementation concept, a project plan and details of key personnel. Offers must be submitted electronically through the procurement platform by 10:00 on 11 November 2026.
