Roof and façade refurbishment and building-services installation at the Bergen-Belsen Memorial

Summary

The tender covers the installation and modernisation of heating, cooling, ventilation and sanitary systems in buildings at the Bergen-Belsen Memorial, as part of roof and façade refurbishment phases 2–4, modules 1–5. The work includes, among other things, renewing parts of the heating pipework and radiators, installing or replacing split cooling units for two server rooms, installing ventilation equipment and ductwork, and fully renewing the sanitary and drinking-water systems in the administration building’s internal toilets and tea kitchens. The contract also includes inspection and maintenance of the installed systems; bidders must price the maintenance in the contract form and offer the services described in the attached work cards without changes. The building is a protected monument and the memorial remains open throughout the year: work must be coordinated with the site management, the site code of conduct must be followed throughout construction, and no separate payment is made for compliance with it. Costs associated with the maintenance and conduct-code requirements must be included in the price. Offers must be submitted in German electronically through the procurement platform by 28 October 2026 at 08:00. The contract is not divided into lots; multiple main offers and alternative offers covering the entire scope are permitted. Price is the only award criterion. A 15% evaluation bonus is applied to workshops for people with disabilities, and if an offer from such a workshop is equally economical, it receives the award. Bidders must demonstrate suitability through prequalification registration or the required suitability declarations and evidence. The priced bill of quantities, proof of employees’ qualification under TRGS 521 and the required offer forms must be submitted. Turnover information for comparable work is required for the last three completed financial years, but no minimum turnover is set. Comparable experience is required from the last five calendar years, with three references to be provided if shortlisted.
