Concession for connecting fire alarm systems to the IRLS

Summary

The tender concerns a concession for connecting fire alarm systems to the joint Unterweser-Elbe integrated regional control centre. The concessionaire must establish, install, operate and maintain a reliable alarm transmission system across the three participating local authorities and connect existing and new sites. The system must transmit alarms to the fire service control centre, use two independent transmission paths and remain operational if one path fails. The service period starts no earlier than 1 January 2027 and runs for 120 months until 31 December 2036; the contract cannot be extended. Existing connections must be migrated to the new technology within 7 months of the concession transfer, with completion of the site migration targeted within 8 months. The service includes approximately 473 existing connected sites, 24/7 maintenance, incident response, monthly data delivery, fallback arrangements, geographically redundant centres and eventual decommissioning of equipment. Bids must be submitted electronically in German by 22 September 2026 at 11:00. Variants are not permitted. The bidder must provide the required technical solution, migration and implementation plan, maintenance and emergency measures plan, concepts and all required evidence and certificates. The detailed technical documents impose requirements including ATS 4, DP4, DIN EN 50136, DIN EN 50518 and relevant VdS standards. Minimum scores apply to the evaluation chapters; a bid that fails the requirements or the relevant minimum score is rejected.
